    General Dynamics Information Technology (GDIT) has an opening for a NOAA Cybersecurity Center Manager with strong communication and technical skills that will manage the security of information systems assets and the protection of systems from intentional or inadvertent access or destruction in support of the NOAA Cyber Security Center (NCSC).  The NOAA NCSC:

    • Provides NOAA OCIO leadership, NOAA leadership, and NOAA users with viable and timely cyber threat information about NOAA systems. This information will inform and influence NOAA leadership to enable their decision making processes and evaluating the risks to NOAA IT systems, data, and employee personal information.
    • Provides the trained personnel, processes, and procedures to maintain and augment the operations that enable the NCSC to accomplish comprehensive cybersecurity services for all of the NOAA IT enterprise.
    • Performs the full spectrum of cybersecurity including network defense and network incident handling and response.
    • Implements secure architectures to improve the cybersecurity posture of NOAA IT systems.
    • Provides effective cybersecurity services across the NOAA enterprise.

     The candidate must be a US Citizen and be able to obtain Department of Commerce vetting clearance.


    Specific roles & responsibilities for the position include but not limited to the following:

    • Manages the security of information systems assets and the protection of systems from intentional or inadvertent access or destruction.
    • Supervises assigned staff.
    • Recognizes potential, successful, and unsuccessful intrusion attempts and compromises thorough reviews and analyses of relevant event detail and summary information.
    • Perform preliminary forensic evaluations of internal systems.
    • Interfaces with client to understand their security needs and oversees the development and implementation of procedures to accommodate them.
    • Ensures that the user community understands and adheres to necessary procedures to maintain security.
    • Weighs business needs against security concerns and articulates issues to management and/or customers.
    • Maintains current knowledge of relevant technology as assigned.
    • Provides guidance in the creation and maintenance of Standard Operating Procedures and other similar documentation
    • Maintains current knowledge of relevant technology as assigned.
    • Participates in special projects as required.
    • Advanced knowledge of data security administration principles, methods, and techniques.
    • Effective supervisory skills.
    • Certification in one or more specific technologies may be required, depending on job assignment.
    • Requires familiarity with domain structures, user authentication, and digital signatures.
    • Requires understanding of firewall theory and configuration. 


    Additional Experience:

    • 10+ years of experience in managing network security monitoring and incident response capability with increasing responsibilities. Demonstrated oral and written communications skills. Previous security operations center experience preferred.
    • 5+ years in managing 24x7x365 network security monitoring operations of similar size and scope, with a focus on cyber threat analysis and advanced network security analysis.
    • 5+ years of working knowledge of network protocols, enterprise architecture, and network security systems and products.
    • Knowledge and direct experience implementing ITIL-based service delivery principles and best practices.
    • Possesses a strong working knowledge of operational cybersecurity processes, procedures and best practices as practiced within the computer network defense (CND) industry.
    • Demonstrated ability to manage projects and tasks within an agile and dynamic operational environment
    • Previous experience managing cross functional and interdisciplinary project teams to achieve tactical and strategic objectives.
    • Demonstrated expertise in deploying and maintaining open source network security monitoring and assessment tools.
    • Experience developing and documenting technical user guides, standard operating procedures, and response playbooks.
    • Experience developing and conducting detailed, technical, and hands on training.
    • Working knowledge of information security management standards and frameworks such as NIST and FISMA.




    • 10+ years of continuous and progressive hands-on experience with a Bachelor’s Degree in Computer Science, Mathematics, Physics, Engineering or a related technical discipline.
    • 10+ years of related information technology experience.
    • Certification(s) Required: PMP
    • Certification(s) Desired: CISSP, CISSM
