Provides technical guidance for directing and monitoring information systems operations. Designs, builds, and implements network systems. Directs compilation of records and reports concerning network operations and maintenance. Troubleshoots network performance issues. Analyzes network traffic and provides capacity planning solutions. Monitors and responds to complex technical control facility hardware and software problems. Interfaces with vendor support service groups to ensure proper escalation during outages or periods of degraded system performance. Manages the purchase, testing, installation, and support of network communications, including LAN/MAN/WAN systems. Performs system-level design and configuration of products including determination of hardware, OS, and other platform specifications. Plans large-scale systems projects through vendor comparison and cost studies. Performs a variety of systems engineering tasks and activities that are broad in nature and are concerned with major systems design, integration, and implementation, including personnel, hardware, software, budgetary, and support facilities and/or equipment. Provides quality assurance review and the evaluation of new and existing software products. Provides assistance and oversight for all information systems operations activities, including computer and telecommunications/communications operations, data entry, data control, LAN/MAN/WAN administration and operations support, operating systems programming, system security policy procedures, and/or web strategy and operations. Provides input to policy level discussions regarding standards and budget constraints. Supervises all personnel engaged in the operation and support of network facilities, including all communications equipment on various platforms in large scale or multi-shift operations. Supervises complex operations that involve two or more additional functions such as, but not limited to, network operations, systems security, systems software support, and production support activities. Monitors and responds to hardware, software, and network problems. Provides the routine testing and analysis of all elements of the network facilities (including power, software, communications machinery, lines, modems, and terminals). Utilizes software and hardware tools and identifies and diagnoses complex problems and factors affecting network performance. Troubleshoots network systems when necessary and makes improvements to the network. Formulates architectural design, functional specifications, interfaces and documentation of hardware or software systems considering system interrelationships, operating modes and software or equipment configurations within Microsoft Exchange. Research, design, develop, and test operating systems-level software, compilers, and network distribution software for medical, industrial, military, communications, aerospace, business, scientific, and general computing applications. Set operational specifications and formulate and analyze software requirements. May design embedded systems software. Apply principles and techniques of computer science, engineering, and mathematical analysis. Provide technical solutions to complex integration problems associated with business solutions built using Microsoft Lync Server 2010/2013 or Skype for Business. Plan/Design/Implement/Maintain with Active Directory, DNS, DHCP, Certificate Authority, IIS. Plan/Design/Implement/Maintain with OCS 2007 R2, 2010, 2013. Install, configure, and maintain an organization's local area network (LAN), data communications network, operating systems, and physical and virtual servers. Perform System monitoring and verify the integrity and availability of hardware, network, and server resources and systems. Review System and application logs and verify completion of scheduled jobs, including system backups. Analyze network and server resource consumption and control user access. Install and upgrade software and maintain software licenses. May assist in network modeling, analysis, planning, and coordination between network and data communications hardware and software. Plan, implement, upgrade, or monitor security measures for the protection of computer networks and information. May ensure appropriate security controls are in place that will safeguard digital files and vital electronic infrastructure. May respond to computer security breaches and viruses.
Bachelors Degree in Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
5-8 years of directly related experience in network analysis and administration.
1. Four (4) years of practical analysis experience in network design, administration, operations, procedures, and troubleshooting.
2. Four (4) years of experience installing related equipment.
3. One (1) year of experience designing, preparing and modifying engineering documents, and drawings.
4. Certification in at least one the following:
- Cisco Certified Entry Networking Technician (CCENT)
- Microsoft Certified Systems Administrator
- Windows 2007 +
- Exchange 2007+
5. Current CCNA and/or CCDA certification.
6. Cisco Unified Communication Manager configuration and infrastructure a plus Windows Server 2003 & 2008; Exchange and/or SQL.
7. MCITP or MCTS.
8. IAT Level III baseline certification in accordance with DoDD 8140.01 “Cyberspace Workforce Management” (or achieve within six months of TOA or hiring).
Security Clearance: Secret clearance required at time of hire based upon a SSBI completed within the past five years.
